With a topic inspired by almost 10 years spent working within the Indian community in Australia and living in India, Nonie Tuxen’s thesis explores the growth of the ‘new’ Indian middle class and their desire for overseas education.
On her choice of topic, she says: “During my undergraduate, I worked part-time in an Indian restaurant and got a first-hand experience of Indian students’ dreams and aspirations to study overseas. Also, my parents had come to India for their honeymoon so I was quite interested about the country. I visited India many times over the years and witnessed the change in the country’s upwardly mobile middle class and their fascination for overseas education.”
Tuxen says that countries should understand the value of studying abroad for international students and allow work rights for at least two to three years. “My research indicates that gaining professional exposure in an international setting is a key factor in determining what and where young Indians choose to study.”
India’s Telangana state government has approved the first round of scholarships funding 258 low-income students to study abroad at postgraduate level, it has announced.
Earlier this year the Minorities Welfare Department for the southern Indian state announced that it was allocating INR25 crore (US$3.8m) to the new Chief Minister’s Overseas Study Scheme.
It will enable 500 students from low-income families to study abroad each year, with a third of the available places earmarked for women.
In order to apply, students must be no older than 35 and they or their guardians must have a total annual income of no more than Rs. 2 lakhs (US$3,000).
In the Washington Post, political science professor Calvert Jones has written about a recent study she conducted on over 500 study abroad participants at 11 US postsecondary institutions. Surprisingly, she said, the survey did not support the commonly held belief that cross-border contact “promotes a sense of shared international community.” However, the thesis that cross-border contact reduces the perception of threat was still supported. Finally, returning students displayed stronger feelings of nationalism, were prouder of their home country, and more patriotic; however they did not display an increased belief in American superiority. “Cross-border contact may still be a strong force for peace,” Jones concludes, “even if community is not the underlying mechanism.”
Obtaining a bachelor’s degree in Canada has the potential to offer a world-class education at a fraction of the price one might find in the US, UK, or Australia, says US News and World Report. According to the Canadian Bureau for International Education (CBIE), 336,400 international students came to study in Canada in 2014 compared to 184,150 in 2008. US News and World Report adds that students planning to study outside the US should give strong consideration to Canada because of its affordable tuition rates and high-quality universities, quoting one student who celebrated receiving her Canadian education “without having to sell [her] kidneys to pay the tuition.”
More than 50 Niagara College students have sought legal representation after they were denied Canadian work permits, allegedly because they took online courses as part of their program. Ravi Jain, an immigration lawyer representing the students, says 30 of his clients have already received rejections on their work permit applications since graduating. While international students have received work permits in the past after completing Niagara’s programs, this year they say they are being refused because Citizenship and Immigration Canada considers online courses to be “distance learning.”
Great Plains College’s Swift Current campus has been awarded its international designation from Saskatchewan’s Ministry of Advanced Education. The designation means that international students will be able to enrol in the campus’s Business and Administrative Assistant programs. “We recognize the current and looming labour shortage in Saskatchewan and the desire to have access to skilled graduates,” says Keleah Ostrander, Great Plains’ Director of Planning. “By being able to accept international students and support them through post-secondary education, we are able to help meet the needs of employers in the province.” Great Plains is reportedly the second SK regional college to receive its international designation.
One-fifth of Canadian and US colleges and universities never respond to admissions inquiries from students from other countries; moreover, among those that do reply to international students, four-fifths never follow up after first contact. The figures come from a “mystery shopper”-style research project from the British Council that examined how 974 institutions around the world helped international students find the information they need about where to study. Researchers evaluated more than 40 different data points including “findability,” quality of information, and usability. Information regarding program duration, start dates, and accreditation were reportedly the most difficult to find; in addition, one-third of institutional websites examined did not pass the Google Mobile-Friendly test.
According to Janine Knight-Grofe from the Canadian Bureau for International Education (CBIE), 56% of international students in Canada said they have no Canadian friends. “We are missing out on one of the strategic advantages of international education, one that we as international educators frequently tout,” Knight-Grofe said at last week’s annual conference of NAFSA: Association of International Educators. One-third of international students said they found it difficult to meet Canadian students and half experienced challenges meeting Canadians off campus. The issue is particularly acute for students from the Middle East and North Africa: only 28% of these students had any Canadian friends.
According to a Citizenship and Immigration Canada (CIC) report obtained by the Globe and Mail, insufficient resources and lack of coordination have contributed to a 30% increase in processing times for study permits and a doubling of the processing time for temporary resident visas. While the federal government has pledged to double the number of international students by 2022, it has not provided sufficient resources to do so, according to [CIEC Academic Member] Western University President Amit Chakma. Universities Canada President Paul Davidson said, “the question of visa processing times is a critical one in terms of attracting top students. If our competitors are able to turn around visas faster, all the marketing efforts, all the recruitment efforts, all the offers of scholarships fail.”
The CICan Awards of Excellence, which recognize achievement within Canada’s college system, were handed out in a ceremony in Winnipeg this week. Humber College [CIEC Academic Member] was the recipient of a gold award for Internationalization Excellence.

US-based organization NAFSA: Association of International Educators this week released the International Education Professional Competencies, a list that defines the knowledge, skills, and abilities expected of international education professionals. The competencies include skills identified as being fundamental to all international education professionals, regardless of specialization. They are organized into four key practice areas: comprehensive internationalization, education abroad, international enrolment management, and international student and scholar services. The list also includes skills necessary to collaborate across international education domains. The Canadian Bureau of International Education (CBIE), sister association to NAFSA, welcomed the release, noting that while developed from a US perspective, the competencies are applicable in other contexts.
Educational institutions in New Brunswick are combining forces to help brand the province as an international study destination. They have formed EduNB, a group committed to building partnerships and creating new international opportunities. The group will be led by New Brunswick Community College and supported by the Atlantic Canada Opportunities Agency (ACOA) and the NB Department of Post-Secondary Educaton, Training and Labour. EduNB is hosting a familiarization tour to provide its members the opportunity to promote their institution to agents. Stops on the tour will include campuses of Université de Moncton, Collège communautaire du Nouveau-Brunswick, NBCC, Mount Allison University, St Thomas University, the University of New Brunswick, and New Brunswick College of Craft and Design.
A group of researchers say that Indian Prime Minister Narendra Modi’s visit to Canada last month may have been a missed opportunity. The researchers have published an article reflecting on the importance of international higher education as a strategic priority for building the relationship between the two countries. The article notes that in contrast to Modi’s recent trips to France, Germany, and the United States, his visit to Canada did not generate a discussion of international academic relations. Such relations, the authors say, are “crucial.” They note that India is the world’s second-largest “sender country,” and emphasize the importance of the Indian diaspora in Canada. The essay encourages Canada to promote “inter-civilizational dialogue” to help develop stronger ties with India.
A new study from an Indian firm has found that the growth rate of the number of students from India attending university in Canada, the US, the UK, Australia, and New Zealand has surpassed that of China. The number of Chinese students attending universities in the five countries grew by 8% between 2013 and 2014, while the number of Indian students grew by over 10%. However, the total number of Chinese students attending school abroad is more than double that of India. The report also notes that Indian students’ interest in Canada has grown, possibly because of negative attitudes toward Australia. Much of the growth in Canada has been driven by community colleges.
The Association of Universities and Colleges of Canada has published a new report that identifies what it says are elements of a successful national innovation system. The report, entitled Toward Stronger Innovation Systems: Lessons from AUCC’s Innovation Policy Dialogue, draws on meetings between education leaders from Canada, Germany, and Israel. It highlights a number of elements common to successful innovation systems, including support for basic research; the involvement of students as researchers, innovators, and entrepreneurs; support for creativity and risk-taking in research; multidisciplinary collaboration; and strong ties between universities and industry. The report suggests ways in which Canada can adapt lessons from abroad, such as by encouraging risk-taking through the funding of applied research and commercialization activities with the understanding that some projects will inevitably fail, and by offering students the opportunity to interact with industry and industry-experienced faculty members.
PSE participation rates should continue to climb as demand increases in countries such as China and India, according to Simon Marginson of the University College London Institute of Education. Marginson told attendees of a recent conference of the Society for Research into Higher Education that the global gross tertiary enrolment ratio (GTER) has climbed from 14% in 1992 to 32% in 2012, and that it will exceed 50% by 2025. Marginson said that growth over the next 10 years will be fueled not by state planning or the world economy, but by the rise of an aspirational middle class in developing countries. “Once a mass system is in place,” he argued, “popular demand is rising and the costs of non-participation is apparent, [so] the state is less crucial.” Marginson also said that a poor graduate job market will not act as a deterrent due to the “incoherent” relationship between higher education and the labour market.
Ryerson University’s G Raymond Chang School of Continuing Education yesterday launched the new Internationally Trained Medical Doctors Bridging Program. The program will help integrate qualified, internationally trained doctors into non-licensed health-care employment. It will address a number of barriers faced by internationally trained doctors through an 11-week curriculum that will include sector-specific in-class training and 4-week practicum placements. The program is responding to an identified need for health professionals qualified to participate in and support non-clinical initiatives. Students will also develop their skills in areas such as health research, health informatics, data analysis, and health management. The first cohort of students will begin their studies in mid-January.
The Association of Universities and Colleges of Canada (AUCC) has released a new report on internationalization at universities. According to the report, 89% of universities surveyed said that the pace of internationalization is accelerating on campus, 96% ensure internationalization is integrated in strategic plans, and 80% identify internationalization as being among their top 5 priorities. 97% of Canadian universities offer international experience, with nearly all allowing students to complete coursework abroad, 70% sending students to foreign field schools, 67% offering service work or volunteer opportunities abroad, 67% helping students do research abroad, and 66% offering foreign work experience. 53% of institutions said the most important reason for internationalization was to “prepare internationally knowledgeable and inter-culturally competent graduates.” However, the survey also shows that internationalization remains a largely unidirectional affair: just 3.1% of full-time undergraduate students had an international experience in 2012–13, with just 2.6% participating in a for-credit experience abroad. Cost and inflexible credit transfer policies were cited as particular concerns in this area. The report also found that China is the top focus of most universities’ internationalization activities, while students’ preferred destinations are primarily English-speaking and major western European countries.
The Canadian Bureau for International Education (CBIE) has released its annual report on the state of international education in Canada. According to the report, the number of international students coming to Canada is increasing; however, only 3% of Canadian students are studying internationally. CBIE says that this number needs to improve to 15%. “If we don’t increase the number of students studying abroad, we won’t be involved in the trade deals that Canada is putting into place now, or in meeting global challenges,” said CBIE President Karen McBride. The report also found that 50% of international students intend to apply for permanent residence in Canada, that 55% of international students intend to pursue additional studies in Canada after completing their current program, and that 2013 figures show an 84% increase in international students in Canada over the last decade and an 11% increase over the previous year.
A University of Toronto program that helps internationally trained lawyers integrate into Canadian law practice is being highlighted as a success. The Internationally Trained Lawyers Program (ITLP), reportedly the only one of its kind in Canada, helps lawyers who are qualified to practice law in their home countries obtain a license to practice law in Ontario while providing a networking and support system to help students connect with the legal system and pursue career opportunities. One recent student complimented the program, including its internship component, noting that she now has a “better understanding of the Canadian legal profession… the internship opportunity was truly very important because now I have acquired some Canadian law experience.”
More than 20 international education organizations from around the world gathered in South Africa recently to attend a global dialogue with the “express purpose of investigating whether and how higher education internationalization might be made more globally equitable, value-driven and collaborative and how practitioners might go about shaping its future agenda and harmonizing their efforts.” Participants agreed on an official declaration that identifies 3 areas of development, including “Enhancing aspects of quality and diversity in programmes involving the mobility of students and academic and administrative staff; Increasing focus on the internationalization of the curriculum and of related learning outcomes; and gaining commitment on a global basis for the creation of equal and ethical higher education partnerships.” Canada was represented by the Canadian Bureau for International Education (CBIE).
TCS Insights: The CBIE joined 19 other groups from around the world to determine the worth and how to improve the experience of an international education. This is important as the meeting addressed the transfer of students and faculty around the world while giving programs a more international focus. As a result of this dialogue, international students will be able to better transition into institutions globally.
India, the second largest source market poses immense challenges to institutions wanting to recruit the best and brightest from this market. Numbers are never an issue, however if you are an institution wanting to be a quality recruiter, it will be a long and tough battle.
Unlike most other countries where students don’t link their education to a job as an end result, Indian students are extremely value and return on investment oriented. They are also migration focused and this is across the entire spectrum of student population leaving Indian shores. So if the students perceive that the destination is not offering a quantifiable end result in the form of potential salary they can earn, they will not consider the country while assessing their study abroad options.
With International offices coming under immense pressure to recruit more students from India, quality more often than not is the first one to be sacrificed. And in the long run this results in creating damage for the brand reputation. Institutions need to have a nuanced understanding of the heterogeneity of India, of the various state and central government boards of examinations alongside the standing of central, state and private universities. For example there are state board examinations where the marking of answer sheets is extremely stringent and on the other end of the spectrum you would have state boards that are very generous in awarding marks to students. The same goes for university examinations as well. So a 55% student from these contrasting boards would have to be judged very differently. These are some of the complexities that are brought on by the heterogeneity in the market in terms of systems, preferences, attitude towards expenditure on education etc.
With a gross enrolment ratio of approximately 12%, India has added 20,000 colleges in a decade with the number of degree granting universities doubling as well in the same period. There has been an explosion in the number of private universities. The number of private universities has grown from 10 in 2006 to 145 in 2012. There is a huge issue of quality here. Substandard private universities are common. A survey conducted by PurpleLeap, a joint venture between Pearson and Educomp Solutions, says only 12 per cent of the surveyed undergraduate engineering students were employment ready. While 52 per cent of the students were trainable, 36 per cent were untrainable. The survey was conducted among 34,000 final-year students with more than 60 per cent marks across 198 engineering colleges in 13 states. I have raised the issue of private universities and engineering college here as they churn out a large number of graduates with below par qualifications. This should bring home the huge number of students who are seeking higher education in India.
As recruiters, institutions make a choice about the kind of students they want to attract. Some institutions use channels like agency networks or decide to recruit directly from the market. The agency model obviously is not as applicable to American institutions, majority of whom are recipients of Indian students, without making an effort to be active seekers of students from here, however this pattern is also slowly changing owing to the economic pressures of running institutions which are these days operated like any business unit. If an institution uses agencies, there also needs to be active engagement with agents with the institution setting the agenda for the kind of students you want to attract and being accepting of the reality of training and retraining of agents on your product offering.
